In this paper, we investigate the power allocation problem in downlink orthogonal frequency-division multiple access (OFDMA) networks. Different from previous researches on allocation, take into account various practical factors, such as stochastic traffic arrival, time-varying channel, queue stability requirements of all users, channel estimation cost and corresponding effect imperfect state information (CSI) data transmission rate.
